Walnut Creek, CA — Bill Weber, Principal Consultant at AVELAR, has earned the Council-certified Fire and Smoke Damage Consultant (CFSC) designation from the American Council for Accredited Certification (ACAC), reinforcing a practice built over nearly four decades across fire and smoke damage, indoor air quality, mold, and construction consulting.
The CFSC designation is awarded to professionals who pass a rigorous examination and demonstrate extensive field experience through peer-reviewed evaluation. For Weber, the credential formalizes work that has long spanned multiple, often overlapping disciplines — particularly in matters where fire, environmental conditions, and construction issues must be evaluated together.
That depth of experience continues to define his work today, including ongoing investigation of dozens of fire-impacted residential properties in Southern California. Working in tandem with AVELAR’s environmental and forensic teams, Weber helps assess smoke damage, evaluate indoor air quality, and define repair scope across complex, multi-factor property damage matters.
“Fire and smoke damage is rarely isolated,” Weber said. “It often intersects with air quality, construction conditions, and the realities of navigating insurance claims. My goal is always the same — to help ensure a property is genuinely safe to return to, which requires understanding the full picture from cause of loss through remediation and verification.”
Weber’s background as a Certified Restorer and Licensed General Contractor informs his approach to fire and smoke damage investigation, cost-of-repair analysis, and remediation planning. His work frequently involves complex matters where environmental conditions, construction practices, and claims considerations must be evaluated together rather than in isolation.

Weber’s practice includes fire and smoke damage assessment, indoor air quality analysis, post-fire remediation planning and cost estimation, mold and microbial investigation, construction defect analysis, and expert witness services. He has provided testimony in trials, arbitrations, and administrative proceedings across California and nationally.
In addition to the CFSC, Weber holds multiple accredited certifications through ACAC, including Council-certified Indoor Environmental Consultant (CIEC) and Council-certified Microbial Remediation Supervisor (CMRS). He is also a Certified Restorer through the Restoration Industry Association and a Licensed General Contractor in California.
A founding member of the Building Science Institute, Weber has contributed to the development of industry standards including the IICRC S500 and S520, and has authored and contributed to publications on mold remediation and building health. He has presented at conferences including the PLRB Large Loss Conference, Claims Conference of Northern California, and InfraMation, and continues to speak on fire, indoor air quality, and complex property damage matters at industry events.
