AVELAR has opened its library of circa 1970-to-1990 California building and accessibility standards to share with all interested building and accessibility professionals. Many of the historical records to be released are cited in senior partner Lonnie Haughton’s paper chronicling the “History and Backstories of California’s ‘1985 State Building Code’”

As reported by Mr. Haughton, in the early 1980s, the State Building Standards Commission adopted (in 1981, 1984, and 1985) a new State Building Code containing an extensive set of public accessibility and privately funded housing adaptability regulations that long preceded both the federal Americans with Disabilities Act of 1990 and the Fair Housing Amendments Act of 1988.

AVELAR previously has released scanned copies of the 1981, 1984, and 1985 editions of the State Building Code and now releases a scan of the Office of the State Architect’s 1984 issuance (197 pages) of its “Disabled Access Regulations Interpretative Manual” intended to explain to the state’s architects and contractors the import and scope of these new accessibility standards.

(Our team’s next release will be a copy of OSA’s 1986 168-page issuance of this Interpretative Manual.)
