For more than two decades Mr. Garcia has provided hands-on leadership to the Design + Reconstruction Department, and additionally, the entire firm with his partners. Mr. Garcia has supported a diversity of clients in search of practicality, performance, and endurance for their architectural services. He is a creative thinker of innovative project value, performance, and possesses the in-depth knowledge of essential planning, design, and project management skills.
Mr. Garcia provides oversite and manages reconstruction design, construction contract administration, litigation support, construction documents, bidding, and negotiation oversight, performs peer reviews, does building condition assessments, and waterproofing/building envelope consulting services, in addition to code and Title 24 Accessibility compliance review for existing commercial structures.

Professional History:
Mr. Garcia joined AVELAR, formerly Richard Avelar & Associates, in 1997 and became a principal of the firm in 2001. Prior to joining the company, Joe had an entrepreneurial spirit and was Principal and owner of his own design firm.
Educational History:
He received his Bachelor of Arts in Architecture from Cal Poly, San Luis Obispo.
